From the same authors of the program PDFConcat now comes one called PdfExtract, that could be defined as a utility that does the opposite.
The aim of PdfExtract is to rip the pages from a PDF or PS file, saving them in independent PDFs. This way you don`t need to have the whole PDF, just the pages you`re interested in. It is also a frontend for GhostScript.
To work correctly you need to previously install
